Office of the Auditor is requested to conduct a study on whether insurance appraisers and insurance umpires in Hawaii need further regulation to protect consumers.

Study shall examine deficiencies in current statutory framework that may cause consumer confusion about which persons are authorized to provide insurance appraiser and umpire services.

Study shall research how other states regulate insurance appraisers and umpires and determine if such regulation is warranted in Hawaii.

Office of the Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session begins.

Insurance Division of the Department of Commerce and Consumer Affairs shall cooperate with the Auditor in conducting the study.
