Urges the Department of Human Services to establish a task force to encourage communication and address concerns of foster parents.

Task force membership includes the Director of Human Services (or designee), a representative from Catholic Charities Hawaii Hale Malama Program, a representative from Hui Ho'omalu, and a representative from Partners in Development.

Requires the task force to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2017 Regular Session convening.

Contextual basis notes approximately 1,221 children were in foster care in Hawaii in fiscal year 2014, and over 400,000 children nationwide are in the foster care system.
