Requests the Auditor conduct a sunrise analysis of mandatory insurance coverage for sexually transmitted disease screenings, including HIV and AIDS testing, during annual pelvic exams as proposed in H.B. No. 1897 and S.B. No. 2323.

Requires the Auditor to assess both the social and financial effects of the proposed mandated coverage under Hawaii Revised Statutes section 23-51.

Directs the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Specifies that certified copies of the resolution be transmitted to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.
