Requests the City and County of Honolulu to establish a Business Mitigation Relief Program to assist businesses negatively impacted by rail project construction.

Acknowledges that local businesses along the rail alignment have experienced significant revenue reductions and business failures due to construction activities.

Notes that while the Honolulu Authority for Rapid Transportation provides federally and state-mandated relocation and advisory assistance, this assistance may be inadequate.

Directs certified copies be transmitted to the Mayor of the City and County of Honolulu and the Chairperson of the Honolulu City Council.
