Encourages the Governor to issue a memorandum to Congress, the U.S. Trade Representative, Department of State, and TPP members designating Hawaii as the headquarters for APEC and the Trans-Pacific Partnership trade agreements in the Asia Pacific region.

Requests Congress adopt a resolution supporting Hawaii as TPP headquarters and locate the TPP Secretary General in Honolulu, Hawaii.

Cites Hawaii's previous successful hosting of the 2011 APEC Summit in Honolulu and TPP negotiation meetings in Kona (March 9-14, 2015) and Maui (July 27-31, 2015).

Identifies Hawaii's strategic advantages including proximity to Asia Pacific economies, presence of U.S. Pacific Command, and established security infrastructure provided by the Department of Defense.

Directs transmission of the resolution to the President, Secretary of State, Secretary of Defense, Hawaii's Congressional Delegation, state and county officials, and various international economic organizations.
