Requests the Director of Health to convene a task force to determine which counties and geographic areas in Hawaii are suitable for cesspools, septic systems, and graywater systems for human and pet waste.

Task force membership to include two House members (at least one with a cesspool), two Senate members (at least one with a cesspool), and at least one representative from each of the four counties, appointed by their respective leaders.

Directs task force to examine whether responsibility for determining cesspool locations should be transferred from the State to individual counties.

Requires task force to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2017 Regular Session convenes; task force expires June 30, 2017.

Requests the Governor refrain from approving proposed amendments to Hawaii Administrative Rules, Title 11, Chapter 62 (which would prohibit new cesspool construction) until the task force completes its report.
