Request the Department of Transportation to begin construction of the Leeward Bikeway on Oahu in 2016, with $9,000,000 already programmed for Phase I of the project.

Require the Department of Transportation to report to the Legislature on construction progress no later than twenty days before the 2017 Regular Session convenes.

Right-of-way for the multi-use path connecting Pearl Harbor Historic Trail to Nanakuli was transferred to Hawaii from the federal government in 1980, with Legislature funds first appropriated in 1995.

Acknowledge that Federal Highway Administration compliance with Section 106 of the National Historic Preservation Act is required before federal funds can be expended, and note that the Department and Federal Highway Administration are willing to cooperate to complete this process.

Transmit certified copies of the resolution to the Director of Transportation and the Federal Highway Administration Administrator.
