Federal budget cuts eliminated the water taxi service at Joint Base Pearl Harbor-Hickam in March 2013, which previously shuttled 150 to 200 people daily from Iroquois Point in Ewa Beach across the Pearl Harbor channel.

The water taxi service helped reduce rush hour traffic on the H-1 and improved quality of life for Leeward residents; reinstatement is needed as H-1 congestion increases with new housing developments in the Ewa area.

Department of Transportation is requested to secure funding for the water taxi service through government funds, grants, private-public partnerships, military partnerships, or other entities.

Department of Transportation must submit a report with findings, recommendations, and proposed legislation on securing water taxi funding to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Certified copies of the resolution shall be transmitted to the U.S. Secretary of Transportation, Joint Base Pearl Harbor-Hickam Commander, Hawaii Governor, Director of Transportation, and Honolulu city officials.
