Urges state agencies to implement recommendations from a March 2016 Joint Fact Finding Study Group report on pesticide use by large agribusinesses on Kauai.

Directs the Office of the Governor, Department of Agriculture, Department of Health, Department of Education, Department of Land and Natural Resources, and Office of Hawaiian Affairs to expand their missions and fill data gaps regarding agricultural pesticide use monitoring.

References the Study Group's findings that existing data limitations (exposure data, health data, environmental data, and pesticide use data) hamper understanding of pesticide impacts on human health and environmental safety.

Requires certified copies of the resolution to be sent to the Governor, Board of Agriculture Chairperson, Director of Health, Superintendent of Education, Board of Education Chairperson, Board of Land and Natural Resources Chairperson, and Office of Hawaiian Affairs Board of Trustees Chairperson.
