Requests the Department of Education to develop and implement a plan addressing overcrowding in public schools in Kapolei, Ewa, Waipahu, Mililani, and Pearl City.

Requires the plan to include input from the Hawaii State Teachers Association and state legislators representing the affected areas.

Directs the Department of Education to submit a report with plan summary, findings, and recommendations to the Legislature by December 20, 2016.

Notes that the Legislature appropriated $10,000,000 to the Department of Education to address public school overcrowding.

Cites rapid population growth and influx of young families as reasons for increased student enrollment projections in these communities.
