Requests all financial institutions issuing credit or debit cards to Hawaii residents and businesses replace magnetic-stripe cards with chip and PIN cards for enhanced security.

Requests Hawaii businesses that accept electronic payments upgrade or replace their point-of-sale terminals to accept chip and PIN card payments.

Directs the Director of Commerce and Consumer Affairs to transmit the resolution to the five largest financial institutions issuing credit or debit cards and the ten largest retailers in the state.

Supports adoption of chip and PIN technology, which creates unique transaction codes with encrypted security and cannot be used for fraudulent purchases like magnetic-stripe card information can.
