Requests the United States Army to complete the Makua Valley environmental impact statement, which has been pending since 2001.

Calls for the Army to halt all military activities in Makua Valley and initiate cleanup of the area contaminated by decades of live-fire training exercises.

Seeks return of Makua Valley to Native Hawaiian families who were evicted from their ancestral lands in 1943 after Pearl Harbor and promised the land would be returned six months after the war ended.

Notes the valley contains over 100 ancient Hawaiian cultural and archaeological sites eligible for the National Register of Historic Places, endangered plant and animal species, and evidence of environmental contamination from military operations.

Directs transmission of this resolution to the President, U.S. Pacific Command, Hawaii's Congressional Delegation, the Governor, and relevant community organizations.
