University of Hawaii, West Oahu must collaborate with the State Procurement Office to explore and report on the viability of a workforce development pilot program in procurement.

The collaboration should determine educational requirements for a robust procurement certification program and explore a potential partnership between the university and the State Procurement Office.

The State Procurement Office currently has a 43 percent vacancy rate in purchasing positions, highlighting the need for workforce development initiatives.

Both entities must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2017 Regular Session.

Certified copies of the resolution must be transmitted to the Governor, State Procurement Office Administrator, University of Hawaii President, Board of Regents, and West Oahu Chancellor.
