Request the Department of Transportation to conduct a feasibility study on establishing an intra-island water ferry transportation system along Oahu's Leeward Coast with one ferry landing at Waianae Small Boat Harbor.

Study must identify appropriate routes and harbors, evaluate financing options with rate/fee estimates, and determine compliance requirements with Hawaii's environmental protection laws including chapter 343.

Analyze operational specifications including vessel design, speed, passenger and cargo capacity, automobile capacity, and compatibility with existing harbor infrastructure.

Assess the potential impact of the ferry system on traffic congestion for commuters between the Waianae region and downtown Honolulu during peak traffic periods.

Department must submit study findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.
