Request the Department of Land and Natural Resources to prepare an update to the 2009 Waianae Baseline Environmental Study with current information on ocean uses off the Waianae Coast.

Require the update to include a review and assessment of the Hawaiian Islands Dolphin SMART program and research on impacts of ocean activities on marine mammals, particularly spinner dolphins and Hawaiian monk seals.

Direct analysis of long-term catch data for akule and ʻopelu fisheries using smaller reporting grids and fishery-independent studies to evaluate the status of these fisheries.

Require review of commercial ocean recreational activities from county beach parks and land-based activities such as surf schools, kayaking tours, snorkeling, and equipment rentals along the Waianae Coast.

Direct assessment of thrill craft use and incorporation of place-based, culture-based, and community-based strategies into the Waianae Sustainable Communities Initiative, with findings due no later than twenty days before the 2017 Regular Session.
