Urges the Governor to convene a Public Land Trust Revenues Negotiating Committee to address the Office of Hawaiian Affairs' share of public land trust income and proceeds under the state constitution.

Committee to be placed within the Office of the Governor and comprised of the Governor (chair), President of the Senate, Speaker of the House, and Chairperson of the Office of Hawaiian Affairs, or their designees.

Committee shall discuss and resolve the annual amount of income and proceeds from the public land trust that the Office of Hawaiian Affairs should receive under state law and the state constitution.

Committee must submit a status report to the Legislature no later than 20 days before the Regular Session of 2017 and a final report with findings and recommendations no later than 20 days before the Regular Session of 2018.

Resolution references Act 178 (2006) which set annual payments at $15,100,000 and Act 15 (2012) which conveyed Kakaako Makai lands valued at approximately $200,000,000, noting neither addressed post-June 30, 2012 constitutional obligations.
