Requests the Department of Education's Office of Hawaiian Education to conduct a study on expanding Hawaiian language instruction access throughout Hawaii's public schools statewide.

Study should examine how to restructure Hawaiian language teaching, expand K-12 curriculum, and determine whether instruction should continue through the Hawaiian Studies program or be delivered through different means.

Research must cover current structure and pedagogy of Hawaiian language courses, resources needed for statewide access, student-driven learning trends, and strategies to enhance instruction across public school campuses.

Requires the Office of Hawaiian Education to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session begins.

Directs transmission of certified copies to the Superintendent of Education, Board of Education, Kamehameha Schools, Hawaiian civic organizations, and related stakeholders.
