Request the State Capitol Management Committee to develop and implement a master security plan for the Hawaii state capitol building including mandatory use of metal detectors, x-ray baggage screening, and other security measures.

Divide the security plan implementation into four phases: Phase I (discussion and input collection, July-December 2016), Phase II (plan development, 2017), Phase III (short-term priority implementation, 2018), and Phase IV (longer-term priority implementation, 2019-2020).

Require the State Capitol Management Committee to submit written progress reports to the legislature no later than twenty days before the convening of the 2017, 2018, 2019, 2020, and 2021 legislative sessions.

Balance open public access to the state capitol with physical safety and security needs of visitors, capitol staff, legislators, and building occupants, citing that 28 states currently use metal detectors at capitol buildings and Hawaii's courts already implement similar screening.

Direct certified copies of the resolution to be transmitted to the Governor, Comptroller, Director of Public Safety, Senate President, House Speaker, and Chair of the State Capitol Management Committee.
