Request the State Procurement Office to review Hawaii's procurement laws under Chapter 103D, Hawaii Revised Statutes, in comparison with federal procurement laws and the Federal Acquisition Regulation.

Conduct a cost-benefit analysis of Hawaii's current public procurement process for construction contracts.

Examine issues and concerns raised by the Senate Concurrent Resolution No. 92 task force in its 2015 final report regarding the Hawaii public procurement process.

Compare construction procurement provisions between Hawaii's public procurement code and federal construction procurement laws, particularly Federal Acquisition Regulation Part 36, and analyze whether closer alignment would benefit the State.

Report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convening, including implementation timeline and costs for alignment with federal standards.
