Request the Legislative Reference Bureau to evaluate the duties, facilities, and Biosecurity Program of the Plant Quarantine Branch of the Department of Agriculture.

Direct the Legislative Reference Bureau to assess current resources and make recommendations for the Plant Quarantine Branch to fully carry out its responsibilities under Hawaii Revised Statutes Chapter 150A.

Request evaluation of advantages and disadvantages of moving some or all Plant Quarantine Branch functions to the Department of Transportation.

Require the Department of Agriculture and Department of Transportation to provide information and assistance to support the Bureau's evaluation.

Direct the Legislative Reference Bureau to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.
