HI HCR20

Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Makaha, Waianae, Oahu (Tax Map Key: (1) 8-4-005: seaward of 002) for maintenance and repair of an existing seawall.

Covers a total encroaching area of 321 square feet, with 131 square feet previously authorized under Senate Concurrent Resolution 105 in May 2013 and an additional 190 square feet requiring legislative approval.

Requires the grantee, West Coast Roofing, Inc., to pay the State the fair market value for the additional 190 square feet of encroaching area as determined by independent appraisal.

Implements authorization requirements under Section 171-53, Hawaii Revised Statutes, which mandates prior approval of the Governor and legislative authorization by concurrent resolution before leasing state submerged lands.

Directs transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
