Requests the Department of Health to study and monitor pesticide drift in Hawaii, which currently lacks a regulatory structure for this purpose.

Directs the Department of Health to take air samples for scientific testing of pesticides to assess environmental and health impacts.

Requires the Department to submit a report summarizing findings to the legislature no later than twenty days before the start of the next legislative session.

Cites concerns that pesticide drift from restricted use pesticides can cause indirect human exposure and may be linked to childhood cancers, neurobehavioral deficits, adverse birth outcomes, and asthma according to American Academy of Pediatrics research.

Directs transmittal of certified copies to the Chairperson of the Board of Agriculture, Director of Health, and Superintendent of Education.
