Requests the Department of Agriculture to promote expansion of agricultural commerce by consulting with county governments and stakeholder groups to allow farmers to construct enclosed country stores on agriculturally zoned lands.

Identifies current zoning laws as a barrier preventing farmers living on agricultural land from building enclosed country stores to sell products grown or crafted on their property.

Notes that enclosed country stores would provide farmers, particularly small-scale operators, with additional revenue opportunities and increase visibility and public access to locally grown and value-added agricultural products.

Directs the Department of Agriculture to engage with county Mayors, planning departments, and the Hawaii Farm Bureau to facilitate construction of farmer-operated enclosed country stores on agricultural lands.

Requires certified copies of the resolution be transmitted to the Board of Agriculture Chairperson, county Mayors, county planning department directors, and the Hawaii Farm Bureau President.
