Requests the Hawaii Sister-State Committee to evaluate and develop recommendations for establishing a sister-state relationship between Hawaii and Goa, India.

Identifies shared characteristics between Hawaii and Goa including coastal locations, diverse populations, multiple languages and religions, tourism-based economies, and rich natural ecosystems.

Highlights potential benefits including economic and trade opportunities in tourism, film industry, agriculture, and medicinal products, as well as student exchanges with the University of Hawaii.

Requires the Hawaii Sister-State Committee to submit findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the 2017 Regular Session convening.

Directs transmission of certified copies to the Governor of Hawaii, Governor of Goa, Consul General of India in San Francisco, and relevant state officials.
