Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement covering state submerged lands at Heeia, Koolaupoko, Oahu (Tax Map Key (1) 4-6-003, seaward of 007).

Easement permits the use, construction, maintenance, and repair of an existing boat dock constructed on the state submerged lands by HRK Waipahu, LLC.

Resolves an encroachment issue identified around November 18, 2010, between the Department of Land and Natural Resources and the property owner.

Requires prior legislative authorization under Hawaii Revised Statutes section 171-53 for disposition of state submerged lands; the Board of Land and Natural Resources approved the easement amendment on December 9, 2010.

Directs transmission of a certified copy of the concurrent resolution to the Chairperson of the Board of Land and Natural Resources.
