Request the State Auditor to conduct a performance audit of Hawaii's boards and commissions for fiscal years 2014-2015 and 2015-2016.

Audit shall evaluate board and commission performance including meeting frequency, vacancy rates, and relevance of each entity's purpose to State programs and goals.

Audit recommendations shall address improvement of board and commission administration based on best practices from other jurisdictions.

Audit recommendations shall include options to reduce member numbers, merge duplicative entities, or sunset boards and commissions no longer serving State needs.

Auditor shall report findings and recommendations to the Legislature no later than 20 days before the 2017 Regular Session convenes.
