Request Hawaii's congressional delegation to assist the State in negotiating with the federal government for acquisition of the Federal Detention Center, Honolulu

Facility opened in 2001, located on west side of Honolulu International Airport, has 1,200 bed capacity with current occupancy far below capacity

State has leased bed space since June 2001 at $114 per inmate daily (up to 550 inmates since August 2009) to address overcrowding in state jails and prisons designed for 2,491 inmates but currently holding over 4,100

State acquisition would help relieve overcrowding, allow return of inmates from private Arizona facility, eliminate costs of building new state facility (estimated $1.5-$2 billion), and save money on staff recruitment and training

Request negotiations consider continued housing of federal pre-trial detainees and federal inmates serving brief sentences at favorable terms to the Federal Bureau of Prisons as condition of acquisition
