Requests the Department of Agriculture to examine the feasibility of decommissioning and relocating the animal quarantine station in Halawa Valley.

Requires consideration of alternative locations that may be better suited for quarantine operations, as only about 10 percent of quarantined pets currently use the Halawa Valley facility.

Directs the Department to analyze decommissioning actions, establishment of a new quarantine station, timeline for transition, and how animals would be transferred during relocation.

Requires the Department to evaluate other uses for the nearly 40-acre Halawa Valley facility by other Department of Agriculture divisions.

Mandates a report to the Legislature with findings, recommendations, and any proposed legislation by 20 days before the 2017 Regular Session convenes.
