Urges the Hawaii Judiciary to examine the feasibility and potential benefits of establishing DWI Court Programs in Kona and Hilo on Hawaii Island.

Notes that Hawaii Island accounts for 13.6% of the state's population but 25% of the state's impaired driving cases, with the highest per capita incidence of impaired driving of all counties.

References the Oahu First Circuit District Court's DWI Court Program implemented in 2013, which achieved zero percent recidivism for program graduates compared to a 20% recidivism rate for eligible individuals who did not participate.

Requests the Judiciary submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Directs certified copies be sent to the Chief Justice of the State Supreme Court and the Administrative Director of the Courts.
