Requests graduate assistants in the University of Hawaii system to conduct a confidential vote on whether to unionize as public-sector employees under Hawaii Revised Statutes Chapter 89.

Mandates the Hawaii Labor Relations Board advise and assist graduate assistants in conducting the vote and reporting results.

Vote must address four questions: (1) desire to collectively bargain pay and benefits, (2) willingness to pay mandatory union dues, (3) ensuring negotiators understand graduate assistant issues, and (4) objectives graduate assistants aim to achieve.

Requires graduate assistants and the Hawaii Labor Relations Board to report findings and recommendations to the Legislature no later than 20 days before the 2017 Regular Session convenes.

Transmits copies of the resolution to University of Hawaii leadership, graduate student organizations, the University of Hawaii Professional Assembly, and the Hawaii Labor Relations Board.
