Encourages Kamehameha Schools to conduct a series of land exchanges with the Department of Hawaiian Home Lands, trading properties that Kamehameha Schools has been unable to develop for lands of equivalent value currently held by the Department.

Specifically encourages Kamehameha Schools to consider exchanging the Maunalua Bay property on Oahu as the first land to be exchanged, as building permits for this property have been habitually blocked.

Notes that the Maunalua Bay property offers advantages over most available Hawaiian homestead lands, including proximity to quality schools, well-maintained roads, medical facilities, and retail options.

Identifies that the Department of Hawaiian Home Lands has over 27,000 applicants on the waiting list for homestead leases, with eighty percent of eligible applicants rejecting offers each year due to geographic isolation and lack of infrastructure.

Directs transmission of certified copies to the Governor, Chair of the Hawaiian Homes Commission, Chief Executive Officer of Kamehameha Schools, and Chairman of the Board of Trustees of Kamehameha Schools.
