Designates the 4,124 square foot State-owned property at 6091 Kalaniana'ole Highway (TMK 3-8-003-055) under the Hawaii Department of Transportation as the "President Barack Obama Birthplace Garden."

Urges the Governor to approve this designation by executive order as provided by law.

Establishes a working group by July 1, 2016, composed of three community members from the Senate President, three from the House Speaker, one representative each from Neighborhood Boards 1 and 2, State House District 18 representative, State Senator from District 8, and Honolulu City Council District 4 councilmember.

Directs the working group to develop a plan for identifying and enhancing the parcel, including funding from private and public sources, with findings due to the Legislature no later than twenty days before the 2017 Regular Session.

Encourages state and county agencies to provide assistance to the working group in accomplishing its tasks.
