Authorizes the Board of Land and Natural Resources to issue a 65-year term, non-exclusive easement on state submerged lands at Tax Map Key (2) 4-8-003: Seaward of 006, Olowalu, Lahaina, Maui.

Easement permits construction of a 900-foot boulder fill revetment to protect Honoapiilani Highway (State Highway 30) from shoreline erosion damage in the Olowalu area.

Department of Transportation, Highways Division is authorized to use, maintain, and repair the revetment improvements constructed on the easement area.

Board of Land and Natural Resources previously approved the project in August 2015 and required legislative authorization under Hawaii Revised Statutes section 171-53 for state submerged land leases.
