Recognizes aerospace as a strategic and timely growth industry for Hawaii, with potential for significant scientific, educational, and commercial benefits to the state.

Requests the state administration take proactive, coordinated, and sustained action to advance aerospace development, prioritizing it in the 2017-2019 fiscal biennium.

Directs the Office of Aerospace Development to prepare a strategic plan for aerospace development in Hawaii by September 1, 2016, identifying expansion possibilities, five-year goals, and recommended methodologies and policies.

Identifies Hawaii's strategic assets supporting aerospace growth, including mid-Pacific location, existing aerospace infrastructure (Mauna Kea, Pacific Missile Range Facility, Air Force Maui Optical Observatory), local aerospace companies, and university research capabilities.

Directs the Office of Aerospace Development to coordinate with multiple federal agencies (NASA, FAA), military commands, universities, and private organizations to advance aerospace activities across all Hawaiian islands.
