Petitions Congress to call a constitutional convention under Article V for the purpose of proposing a free and fair elections amendment to address concerns raised by Citizens United v. Federal Election Commission (2010).

Designates this as a continuing application to be considered together with similar applications from Vermont, California, Illinois, and New Jersey until two-thirds of states have applied for a convention.

Specifies that convention delegates be comprised equally of individuals elected to state and local office or selected by election in each Congressional district, with a prohibition on current or former federal officeholders serving as delegates.

Expresses concern that campaign spending by powerful economic interests has undermined the people's ability to choose political leadership and determine state policy, contrary to the Framers' intent that Congress depend on the people alone.

Directs certified copies be sent to the President, Vice President, congressional leadership, Hawaii's congressional delegation, all state governors, and presiding officers of state legislatures.
