Requests revision of federal regulations to exclude Section 8 housing subsidies paid directly to applicants from Supplemental Nutrition Assistance Program (SNAP) income calculations for eligibility purposes.

Addresses the inconsistency where Section 8 Rental Assistance and Homeownership Program payments made directly to recipients are counted as income, while payments made directly to landlords or mortgagees are excluded under 7 Code of Federal Regulations section 273.9.

Notes that some Housing and Urban Development offices cannot make payments to multiple vendors and instead require recipients to distribute payments themselves, creating disqualification from SNAP despite receiving identical benefits to other recipients.

Directs certified copies be sent to the President of the United States, Secretary of Agriculture, Secretary of Housing and Urban Development, congressional leadership, relevant congressional subcommittees, Hawaii's congressional delegation, and Hawaii's Governor.
