Requests the State Auditor to perform a sunrise analysis of proposed regulation for Certified Professional Midwives under House Bill No. 1899, House Draft 1 (2016).

Requires the Auditor to assess the probable effects of the proposed regulation and determine whether it is consistent with policies in Hawaii Revised Statutes section 26H-2 and whether alternative forms of regulation exist.

Notes that over 200 women annually in Hawaii utilize Certified Professional Midwife services and that 30 states currently regulate this profession as of 2016.

References a previous sunrise analysis conducted in March 1999 that concluded regulation of Certified Professional Midwives was warranted.

Directs the Auditor to submit findings to the Legislature no later than twenty days before the 2017 Regular Session convenes.
