Requests the State Auditor to conduct an analysis under Hawaii Revised Statutes section 26H-6 of the probable effects of licensing and regulating youth sports coaches as proposed in H.B. No. [bill number], Regular Session of 2016.

Cites research showing that coaching quality directly impacts children's sports experiences and notes coaches' significant influence on youth development, moral growth, and leadership skills.

Requires the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the start of the 2017 Regular Session.

Directs that certified copies of the concurrent resolution be transmitted to the Auditor and the Director of Commerce and Consumer Affairs.
