Urges the Department of Health to vigorously enforce Hawaii Revised Statutes Part III Chapter 328, which requires previously frozen fish to be labeled as such.

Addresses retailers mislabeling previously frozen fish treated with carbon monoxide as fresh fish, which allows them to command higher prices and unfairly compete with genuine fresh fish vendors.

Requests the Department pursue injunctions and fines against violators, particularly for repeat offenders who have previously received warnings about labeling requirements.

Directs the Department of Health to submit a report to the Senate Committee on Commerce, Consumer Protection, and Health and the House Committee on Health detailing: the number of offenses and repeat offenses, and the history of injunctive or abatement actions taken within the past five years.
