Addresses practical problem where disabled veterans with single removable windshield placards cannot access disability parking at airports while traveling between islands.

Directs certified copies to be transmitted to the Director of Transportation, Executive Director of the Disability and Communication Access Board, Director of Hawaii Emergency Management Agency, and county finance directors.
