Urges the Department of Health to update its tuberculosis rules under chapter 91, Hawaii Revised Statutes, to require tuberculosis clearance testing for individuals who have spent more than one year in high-risk foreign locations upon entering or reentering Hawaii.

Requests the Department of Health designate Africa, Asia, Central America, and South America as high-risk tuberculosis locations, plus any other non-U.S. location the department deems to have high tuberculosis rates.

Requires students, including post-secondary students, to present tuberculosis clearance documentation obtained within Hawaii after returning to the State following any absence of more than one year, in addition to existing initial entry requirements.

Requires the Department of Health to submit a progress report to the Legislature at least twenty days before the 2017 Regular Session if unable to adopt the requested rule amendments by the end of 2016.

Directs certified copies of the resolution to be transmitted to the Director of Health, Board of Education Chairperson, University of Hawaii Board of Regents Chairperson, and other education leaders.
