Request the Department of Taxation to conduct a study on whether a state luxury tax would help address affordable housing shortages, homelessness, and public education funding.

Require the Department of Taxation to submit a report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session begins.

Direct the Department of the Attorney General, Department of Budget and Finance, and Council on Revenues to provide information and data to assist with the study.

Establish that luxury taxes can redistribute income from wealthy consumers to fund solutions for major societal challenges through targeted consumption taxes on non-essential goods.
