Designates April 28, 2016, as "Workers' Memorial Day" in Hawaii to honor workers killed, injured, or disabled in workplace accidents.

Notes that 4,679 U.S. workers died from fatal work injuries in 2014, with more than 3,657,000 nonfatal workplace injuries and illnesses reported nationwide that year.

Recognizes that 31 Hawaii workers fell victim to fatal work injuries in 2014.

Acknowledges the contributions of Hawaii's workforce to economic growth and calls for continued pursuit of increased workplace safety.

Requires certified copies of the resolution to be transmitted to the Governor and the Director of Labor and Industrial Relations.
