Urges the Hawaii Emergency Management Agency (Department of Defense) to develop and implement a statewide emergency management simulation exercise that includes all sectors of the community, in cooperation with the Pacific Forum Center for Strategic and International Studies and the Department of Health.

Requests the Hawaii Emergency Management Agency incorporate the simulation exercise into the annual Makani Palihi hurricane preparedness exercise with military, business, and community partners, including the Disability and Communication Access Board.

Requires the Hawaii Emergency Management Agency to submit a report on findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2017.

Cites Hawaii's geographic isolation (2,200+ miles from nearest neighbor), dependence on sea and air transportation and cyberspace, and lack of experience with major disasters affecting multiple community sectors simultaneously as justification for the exercise.
