Urges the Department of Health to conduct a feasibility study in conjunction with the Department of Public Safety to evaluate relocating the Hawaii State Hospital's forensic unit to the proposed correctional facility on Oahu.

Study must determine whether relocation is economical and creates a safer environment for hospital staff, surrounding communities, and the general public.

Study shall address whether the forensic unit should be placed under Department of Health or Department of Public Safety, Corrections Division jurisdiction.

Study shall examine whether the forensic unit should be staffed by both Hawaii State Hospital members (for mental health care) and Department of Public Safety members (for security).

Requires submission of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.
