Establishes a task force within the State Foundation on Culture and the Arts to plan and coordinate celebration of the Hawaii State Capitol's fiftieth anniversary (March 15, 2019).

Task force composition includes 13 total members: three selected by Senate President, three by House Speaker, three by Governor, four by Foundation Executive Director (with at least two Foundation employees), plus the Executive Director as ex officio member.

Requires task force to develop and coordinate commemorative events from March 15, 2018, through March 15, 2019, and submit a report to the Legislature at least 20 days before the 2018 Regular Session convening.

Task force report must include events already executed, detailed implementation plan for remaining recommendations, and identification of procedures for disbursing public funds related to task force work.

Task force dissolves on March 14, 2020; requires eight members for quorum with six affirmative votes needed for decisions; members exempt from Chapter 92 (open meetings) and not considered state employees under Chapter 84.
