Requests the University of Hawaii John A. Burns School of Medicine to convene a Working Group on the Elderly to develop a strategic plan addressing palliative care, hospice care, advance directives, and end-of-life options.

Working Group shall review current palliative care techniques and best practices from other states, explore end-of-life options, and identify a strategic plan to address adequate care for elderly patients in Hawaii.

Working Group composition includes 12 members: Dean of the Medical School (Chair), Director of Health, Director of Executive Office on Aging, representatives from Kōkua Mau and AARP Hawaii, three physicians with relevant expertise appointed by Governor/Senate President/House Speaker, two registered nurses appointed by Governor, and two family member survivors appointed by Senate President and House Speaker.

Working Group must submit an interim report to the Legislature no later than 20 days before the 2017 Regular Session and a final report no later than 20 days before the 2018 Regular Session, with findings, recommendations, proposed legislation, and strategic plans.

Working Group shall terminate on January 1, 2018.
