Establishes an 11-member task force chaired by the Chief Justice to study effective incarceration policies in Hawaii and other jurisdictions and recommend improvements to Hawaii's correctional system.

Task force shall identify and analyze effective incarceration policies used in other states and countries, their related costs, and develop methods to reduce correctional spending, alleviate overcrowding, and lower recidivism.

Membership includes representatives from the Judiciary, Department of Public Safety, Legislature, Office of Hawaiian Affairs, University of Hawaii, Native Hawaiian Legal Corporation, and former prison inmates.

Task force members must be appointed within 30 days after the 2016 Regular Session ends and shall hold initial meeting within 30 days of the last appointment.

Task force must submit final report with findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2018 Regular Session convenes.
