H.C.R. NO. 90 - Community Paramedic Program Working Group

• Requests the Chief of the Department of Health Emergency Medical Services and Injury Prevention System Branch to convene and chair a working group to develop a community paramedic program with educational standards for certifications.

• Aims to reduce emergency service responses to non-emergency calls, citing that Honolulu EMS handled nearly 90,000 calls in 2015 with many from repeat callers requesting general assistance rather than emergency services.

• Working group must include representatives from Honolulu Emergency Services Department, American Medical Response, federal and county fire departments, and Kapi'olani Community College emergency medical services faculty and leadership.

• Requires the working group to report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2017 regular session convenes.
