Urges the Department of Transportation, County of Maui, Maui Hotel and Lodging Association, Maui Visitors Bureau, Hawaii Transportation Association, tour operators, and tourism-related businesses to encourage use of the Lahaina Bypass (Hawaii Route 3000) instead of driving through Lahaina on Honoapiilani Highway.

Requests organizations use updated maps, training programs, employee guides, and incentives to promote the benefits of using the approximately 2.4-mile Lahaina Bypass for traffic traveling in and out of west Maui.

Directs the Department of Transportation to increase signage for the Lahaina Bypass and requests the Department of Transportation, County of Maui, Maui Hotel and Lodging Association, Maui Visitors Bureau, and car rental companies to conduct public awareness campaigns targeting Maui visitors.

Requests GPS device manufacturers (Garmin, OnStar, Google, TomTom, Magellan, Mio, Lowrance, TrackMaker, and others) to update their software to route users to utilize the Lahaina Bypass where possible.

Directs transmission of certified copies to relevant state and county agencies, tourism organizations, and requires the Director of Commerce and Consumer Affairs to distribute copies to GPS companies and at least five each of tour operators, taxi cab companies, and car rental companies operating on Maui.
